The Quantum quality and data utility label
The aim is to have a standardized label for assessing dataset quality and utility in the European Health Data Space (EHDS). Datasets containing electronic health data that are collected and processed with the support of the Union or national public funding must have a data quality and utility label. These are bodies whose purpose is to collect datasets and which receive public funding for this purpose. For example, if public funding is used to set up a register for research purposes, the label is mandatory.
Hospitals have many datasets as a result of providing healthcare, but collecting data is not their initial purpose. If a hospital receives government funding for providing treatment, the label is optional, as the funding is intended for providing treatment and the registration of data is incidental to this task (source: European Commission document: FAQ EHDS).
The data quality and utility label is a graphical diagram, including a scale, which describes the data quality and conditions of use of a dataset. A data quality and utility label for datasets informs users of health data about the quality and utility characteristics of a dataset and enable them to choose the datasets that best meet their needs. The QUANTUM project has developed a Data Quality Labelling Tool that allows users to assign values to each parameter within each data quality dimension for a given dataset. They have identified 12 core dimensions based on academic research, industry standards, and expert insights. The tool then calculates the final data quality level using scores.
